1. Asset-Light Operating Structure

S.L.E. LLC is headquartered in Chicago, Illinois and operates exclusively as an asset-light logistics consulting and independent dispatch coordination firm providing services across all 48 contiguous United States. SLE does not hold active FMCSA motor carrier operating authority, does not own or operate commercial motor vehicles, and does not act as a licensed property broker under 49 U.S.C. § 13102(2). All freight movements coordinated through SLE's consulting engagements are executed by independent licensed motor carriers and/or authorized freight brokers who hold the applicable FMCSA operating authority and assume full regulatory responsibility for those movements under applicable federal and state law.

2. FMCSA Carrier Monitoring

SLE enforces a strict multi-layered vetting framework for all motor carriers operating within our nationwide consulting network. Every carrier undergoes real-time monitoring via the FMCSA SAFER database (safer.fmcsa.dot.gov) for active operating authority status, and via the Safety Measurement System (SMS) for behavioral safety performance across seven BASIC categories: Unsafe Driving, Hours-of-Service Compliance, Driver Fitness, Controlled Substances/Alcohol, Vehicle Maintenance, Hazardous Materials Compliance, and Crash Indicator. Carriers flagged with active interventions, conditional ratings, or out-of-service orders are immediately suspended from SLE's routing patterns regardless of the state or lane in which they operate.

3. Insurance Verification Standards

All network carriers must maintain and provide current Certificates of Insurance (COI) evidencing the following minimum coverage levels at all times during active engagement, applicable to operations in all 48 contiguous states:

Lapsed coverage results in immediate suspension from all active load assignments across our nationwide network.

4. Safety Controls & Suspension Protocol

Carriers with unsatisfactory SMS safety ratings, open fraud alerts, active FMCSA interventions, or deficient safety histories are immediately suspended from SLE's nationwide routing network. SLE maintains a proprietary carrier watchlist updated continuously against FMCSA data feeds, applicable across all lanes in all 48 contiguous states. Upon suspension, affected loads are reassigned to compliant network carriers. Carriers may request reinstatement review after demonstrating remediation of the identified compliance deficiencies, subject to SLE's sole discretion.

5. Hours of Service (HOS) Compliance

SLE's dispatch consulting operations are structured in full acknowledgment of FMCSA Hours of Service regulations (49 C.F.R. Part 395), applicable to all interstate commercial motor vehicle operations across the 48 contiguous states. SLE does not schedule, encourage, or instruct carriers to operate in violation of applicable HOS rules, including the 11-hour driving limit, 14-hour on-duty window, 30-minute break requirement, and 60/70-hour weekly limits. Carriers retain sole responsibility for HOS compliance on all loads.

6. Electronic Logging Device (ELD) Acknowledgment

All motor carriers in SLE's network subject to FMCSA ELD mandate requirements (49 C.F.R. Part 395, Subpart B) must operate with a registered, compliant ELD device, regardless of the state in which they operate. SLE does not access, monitor, or store carrier ELD data directly. Carriers are responsible for maintaining ELD compliance and providing logs to enforcement personnel as required by federal regulation.

7. Anti-Fraud & Double-Brokering Prevention

SLE maintains strict protocols to prevent freight fraud and double-brokering across all lanes within our nationwide network. All carrier identity verifications include cross-referencing FMCSA authority records, Carrier411 or equivalent watchlist screening, and confirmation of direct carrier authority prior to load assignment. SLE does not knowingly facilitate the transfer of loads to unauthorized third parties. Any carrier found to have double-brokered a load arranged through SLE's consulting framework will be permanently suspended and may be reported to the FMCSA and relevant federal and state law enforcement authorities.

8. State-Level Regulatory Compliance

In addition to federal FMCSA requirements, SLE's carrier network is expected to comply with all applicable state-level transportation regulations in each state where loads originate or terminate. This includes state weight and size permit requirements, state-specific fuel tax (IFTA) obligations, intrastate operating authority where required, and any state-level hours of service or rest requirements that exceed federal minimums. Carriers are solely responsible for obtaining required state permits and maintaining state-level compliance.

9. Hazardous Materials (HazMat) Policy

SLE's consulting operations do not currently facilitate the coordination of hazardous materials shipments as defined under 49 C.F.R. Parts 171–180. Any future HazMat coordination will be conducted exclusively through carriers holding valid HazMat endorsements on their CDL and applicable FMCSA HazMat registration, in full compliance with Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations, applicable in all states where such shipments originate or terminate.

10. Regulatory Change Management

SLE monitors ongoing rulemaking activity from the FMCSA, DOT, Illinois Commerce Commission, and relevant state transportation agencies across all 48 contiguous states to ensure our consulting frameworks remain current with applicable regulations. This Compliance page is reviewed and updated at minimum annually and following any material regulatory change affecting our operations or carrier network requirements.
